take out the pay command

the title says it all, the reason for this is because i dont wanna see the new freinds of rich players get money and start out with a silver spoon in their mouth, it gets really annoying when i have to tempban people who think their hot sh*t because they are lvl one extreme survivors that start cursing and greifing.

yeah at first i was rich had 46k then it all go poof to 42! just cuz sky furno and some other poor guys keep on asking why dont they earn it themselves!
